MAWA represents agricultural water users in that portion of the Madera subbasin where the County of Madera is the Groundwater Sustainability Agency (GSA).  This portion of the basin is often called the “white area” or “undistricted area,” which simply means that there was not a local agency (like a water district) that could become the GSA.  To fill that gap, and prevent the State from taking over management, the County of Madera stepped up and took on the role of the GSA for the undistricted area. MAWA is a nonprofit mutual benefit corporation.
